Why would a secretarial position require a head shot with the resume?

could this guy be a creep? I don't understand why they need a head shot if I am not making money with my looks. I posted a job wanted ad on craigslist and backpage and got a reply from someone requesting my resume and a headshot but it didn't come from a company email address. I am wary.
