Can my apartment manager change my street address?

I was going to transfer to another apartment building in the same complex, but at last minute changed my mind to just stay where I am. My apartment manager changed my address without even asking me and now for the past month I have not recieved any mail, bills, important letters, ande checks. And now Im in a lot of det because of it. Were they allowed to do that/
