Help! Dark circles under eyes, also little dots?!?

So the circles under my eyes are freakishly dark. I also have these little dots running right up to the inner corner of my eye. They make me look freaky and old. My mom has them and says she's had them since she was a teenager like me. My older brother does to, so i'm guessing that they aren't life threatening but hereditary. Can anyone tell me how to cover them, or even make it go away? Thanks.
