Crown Victoria goes into "Limp Home Mode" during snow. Ideas?

I live in Florida and don't have snow but my neighbor who has a Crown Vic like yours, same age and mileage with same problem found out after several trips to the dealer that it was the transmission. It was replaced once with little success. The car was used very little but he decided to sell it.
